On June 8 and 9, 2005, in St. Louis, the first annual “St. Louis Accord” was held, jointly sponsored by Quality Partners of Rhode Island, the Pioneer Network, and the Commonwealth Fund. The St. Louis Accord was purposefully created to nationally promote the implementation and widespread adoption of “person directed care” in nursing homes through the deliberate effort of action-oriented teams of committed individuals from each state’s QIO, Ombudsman program, Survey and Certification Agency, nursing home trade associations and other interested representative groups. Representatives from all 50 states, along with individuals from CMS, attended this dynamic meeting. Each state team in attendance developed an action plan with special consideration to outlining the practical strategies that can be implemented. This team effort in Iowa is now moving forward as the “Iowa Person Directed Care Coalition.”
Mission Statement
The Iowa Person Directed Care Coalition creates and promotes philosophies, practices and environments within the long term care continuum that renew and support the spirit for living through opportunities for relationships, compassion, hospitality and empowered choices.
Objectives: Participants will be able to:
1. Understand the commitment behind the nationwide movement toward person directed care in nursing facilities.
2. Describe the potential barriers in Iowa to continued transformation toward person directed care.
3. Identify the collaborative opportunities regarding the goal of person directed care among the stakeholders in Iowa.
Definitions
Culture Change in long term care is an ongoing transformation in the physical, organizational and
psycho-social-spiritual environments that is based on person-centered values. Culture change restores control to elders
and those who work closest with them.
Long Term Care is defined as a continuum of care regardless of setting or age.
Person Directed Care In person directed care, individual choice directs lifestyle, care, systems and daily routine.
